What HSARPA is not
HSARPA is not a government agency, intelligence service, defense contractor, UFO disclosure authority, or certification body. The archive does not claim possession of classified information, alien technology, paranormal capability, or verified impossible systems.
Why archive speculation?
Speculation becomes more useful when assumptions are visible. Claims become more scientific when they specify how they could fail. Research becomes easier to update when evidence, inference and unresolved conflicts are separated instead of blended into a story.
