The UAP report is built around an evidence hierarchy: direct measurement first, inference second, interpretation last. Missing range or geometry can turn apparent extraordinary motion into an underdetermined observation.
This public page is a cautious synthesis of the detailed HSARPA research report retained in repository durable memory. The report is research input, not independent proof of every claim it discusses.
Research synthesis
Unidentified, unresolved, anomalous, unexplained and extraterrestrial are different labels. An unresolved observation means available data are insufficient for a confident identification; it does not by itself establish unusual technology or origin.
Aerospace sensors are measurement systems with failure modes. Radar can suffer range ambiguity, clutter, multipath and electronic deception. Infrared systems can display glare, blooming and gimbal-dependent image behavior. Visible cameras add bokeh, rolling shutter, focus and compression effects. Human observers in a featureless sky often lack the range cues needed to infer speed or size.
The report therefore separates direct quantities from derived performance. Apparent angular motion is not a physical velocity unless range and geometry are known. A claim of extreme acceleration needs time-resolved position in a common coordinate frame, not simply a fast-moving image.
Established baseline
- A sensor track can be real while its interpretation is wrong.
- Without range, apparent angular motion cannot uniquely determine speed.
- Multi-sensor correlation is valuable only when clocks, coordinate frames, calibration and object identity are established.
- Publicly unresolved cases remain unresolved; lack of identification is not affirmative evidence of extraterrestrial technology.
Key findings from the research file
- Parallax can make slow objects appear to race across a background when the observing aircraft is moving quickly.
- Infrared glare can obscure a target's actual shape and can rotate with the optical system rather than the object.
- Radar tracks need clutter, atmospheric propagation and electronic-warfare possibilities assessed before extraordinary kinematics are inferred.
- The strongest future cases would combine calibrated radar, optical and infrared observations with known range, metadata, chain of custody and independent analysis.
Common misreadings
- Unidentified does not mean unexplained, and unexplained does not mean extraterrestrial.
- No visible exhaust in a low-resolution infrared image does not prove a propulsionless vehicle.
- Pilot expertise improves observation quality but cannot supply missing range data or eliminate optical geometry.
What evidence would change the assessment?
- Known absolute range and time-synchronized position from independent calibrated sensors.
- Raw or minimally processed data with metadata and an auditable chain of custody.
- A physical performance calculation that survives parallax, perspective, atmospheric, sensor and spoofing alternatives.
- Resolved structure or material evidence if a novel technology claim is being made.

Why is range so important?
Angular motion alone cannot determine true velocity. Distance and geometry are required to convert image motion into physical kinematics.
What would justify an exotic-technology hypothesis?
Independent calibrated measurements showing performance beyond known systems, with range, timing, metadata, alternative explanations and chain of custody all accounted for.
