Assessment
The UAP report is built around an evidence hierarchy: direct measurement first, inference second, interpretation last. Missing range or geometry can turn apparent extraordinary motion into an underdetermined observation.
This public page is a cautious synthesis of the detailed HSARPA research report retained in repository durable memory. The report is research input, not independent proof of every claim it discusses.
Research synthesis
Unidentified, unresolved, anomalous, unexplained and extraterrestrial are different labels. An unresolved observation means available data are insufficient for a confident identification; it does not by itself establish unusual technology or origin. SOURCE REVIEWQUALIFIED
Aerospace sensors are measurement systems with failure modes. Radar can suffer range ambiguity, clutter, multipath and electronic deception. Infrared systems can display glare, blooming and gimbal-dependent image behavior. Visible cameras add bokeh, rolling shutter, focus and compression effects. Human observers in a featureless sky often lack the range cues needed to infer speed or size.
The report therefore separates direct quantities from derived performance. Apparent angular motion is not a physical velocity unless range and geometry are known. A claim of extreme acceleration needs time-resolved position in a common coordinate frame, not simply a fast-moving image.

A camera measures angular position in its image. Converting that angle into physical speed requires range, observer motion, pointing geometry, and timing. Missing range can turn a slow object into an apparently extraordinary one.
